(I) Introduction to Food Contact Materials

"Food Contact Materials" (abbreviated as FCM) refer to materials that come into contact with food during normal use of a product.

The widespread use of various kitchen appliances such as rice cookers, juice extractors, and coffee makers has brought great convenience to our daily lives. However, the materials that come into direct contact with food in these products may pose safety risks. Food contact materials in products, such as plastics, rubber, and colorants, may release certain amounts of harmful chemical components like heavy metals and toxic additives during product use. These chemical components can migrate into food and be ingested by humans, endangering health.

(II) Categories of Food Contact Materials

According to internationally accepted classification methods, materials and utensils that come into contact with food are categorized by material into: rubber products, glass products, ceramic products, silicone products, plastic products, metal products, paper products, and wood products, among others.

Included product categories are: food packaging materials, food containers and utensils, kitchenware, household food processing tools, and food production and processing machinery.

(III) Common Terms and Definitions

Food Contact Materials and Articles: Under normal conditions of use, materials and articles that are or may be expected to come into contact with food or food additives (hereinafter referred to as food), or whose components may transfer to food, including packaging materials, containers, tools, and equipment used in the production, processing, packaging, transportation, storage, sale, and use of food, as well as inks, adhesives, lubricants, etc., that may come into direct or indirect contact with food. Excludes detergents, disinfectants, and public water supply facilities.

Composite Materials and Articles: Food contact materials and articles composed of two or more layers of different or the same materials bonded, heat-sealed, or otherwise combined;

Combined Materials and Articles: Food contact materials and articles assembled, welded, inlaid, or otherwise combined from two or more different or the same materials;

Overall Migration: The total amount of non-volatile substances migrating from food contact materials and articles into food simulants, expressed as milligrams of non-volatile migrants per kilogram of food simulant (mg/kg) or milligrams per square decimeter of contact area (mg/dm²). For food contact materials and articles specifically for infants and young children, expressed as mg/kg;

Overall Migration Limit (OML): The maximum permissible amount of non-volatile substances migrating from food contact materials and articles into food simulants, expressed as milligrams of non-volatile migrants per kilogram of food simulant (mg/kg) or milligrams per square decimeter of contact area (mg/dm²). For food contact materials and articles specifically for infants and young children, expressed as mg/kg;
